Dropped carpus young golden

I am seeing a 13 month old intact male golden retriever for carpal hyperextension or as the breeder says dropped carpus ( is that carpi?). This is the 2 week recheck with no change
Exercises: we are trying to get him to do some digging activity, some work on the ball with push ups following a treat. Encouraging the owners to walk him on different surfaces- male owner is in charge of that and is not getting that done. started him in the underwater treadmill today

Diet: Fromms Four Star Chicken and Ala Veg diet
I had thought to put him in carpal braces a few hours a day, the owner vetoed that
